How to compare NULL with NULL

This script will compare NULL with NULL, because NULL is not equal to NULL.

   a number := NULL;
   b number := NULL;
 begin
   if nvl(a, 99999) = nvl(b, 99999) then
      dbms_output.put_line('Both values are NULL.');
   end if;
 end;
------ or

 declare
   a number := NULL;
   b number := NULL;
 begin
   if a IS NULL and b IS NULL then
      dbms_output.put_line('Both values are NULL.');
   end if;
 end;
