When is the Right Time to Upgrade to SQL Server 2008?

Determining when the right time to upgrade to a new release of technology is is not always simple.  You want to make sure you get a good return on your investment.  Sometimes migrating just does not make sense, and other times you need the value of the new features that a new release has to offer.   When is the right time to upgrade to SQL Server 2008?
