Toad 10 from Quest Software, with four different product suites for Oracle is designed to support both developers and DBAs:

Toad for Oracle Xpert Edition (for application developers)
Toad for Oracle (for database analysts)
Toad for Oracle Development Suite (for PL/SQL developers)
Toad for Oracle DBA Suite (for database administrators)

The overlying theme is for these products, while geared toward developers or DBAs, to overlap and provide each group the capabilities to perform in an environment that is notorious for overlaping skills. It is this overlaping of support for developers and DBAs is what makes Toad stand out; helping to create and manage databases from a single platform.
